Minimum Qualifications/Must Have

• 3+ years of IT and business/industry work experience including architecture design and deployment, systems lifecycle management, and infrastructure planning and operations.

• 1+ years of leadership experience in managing multiple, large, cross-functional teams or
  projects, and influencing senior-level management and key stakeholders.

• Knowledge of components of holistic enterprise architecture, business re-engineering principles and processes, and basic knowledge of financial models and budgeting.

• Knowledge of the principles and practices of organizational management, budgeting, personnel
  administration, financial management, and supervisory techniques.

• Knowledge of the capabilities, operation, and application of medium to large-scale centralized systems and a variety of distributed systems and associated system software.

• Knowledge of the methods, principles, and practices of management, business, and municipal government.

• Knowledge of data processing principles and practices in municipal government.

• Experience in project planning, organization, and management.

• Experience in formulating strategic and tactical plans.

• Experience in effectively coordinating requirements of business users with the constraints of service providers.

• Experience in motivating staff to be proactive and participatory in recognizing changes needed; developing and implementing such changes; planning, organizing, and completing work in a
  timely and quality manner; and coordinating application of Quality Management concepts.

• Experience in prioritizing varying demands and leveraging appropriate resources to accomplish goals.

Education:

• Bachelor’s degree in Computer Science, Information Systems, Computer Engineering, Systems Analysis, or a related field.

Job Responsibilities:

• Partner with appropriate stakeholders to define technical requirements, principles, and models that guide solution decisions for IT systems.

• Responsible for analyzing and translating business and technical requirements into an architectural blueprint that outlines solutions that integrate across applications, systems, and platforms to achieve business objectives.

• Look across applications, technology, and data to develop roadmaps that outline how solutions
  will be structured.

• Contribute to the development of the architectural runway, identify enablers at the solution level (program or large solution level), and support Enterprise Architects in maintaining the balance between intentional architecture and emergent design.

• Applies fundamental concepts, practices, and procedures to complete assignments of moderate to high complexity.

• Works on assignments where the business and technology problems, opportunities, and solutions may be unclear, unknowns exist, novel and untested answers may be required, the schedule may be aggressive, the stakes and visibility may be moderately high, and the risk of failure is moderately high.

• Works as an individual contributor, occasionally requiring supervision.
